Proposed Development
Our plan is to redevelop the existing 8 apartment buildings at 9, 15, 19, 23, 32 and 40 Craigton Drive, 1 Rannock Street, and 860 Pharmacy Avenue into a new mixed-use rental community with four new buildings ranging from 8-31 storeys located close to public transit. We are proposing:
- 1,556 purpose-built rental units, including 248 rental replacement units
- Indoor and outdoor amenity spaces
- Publicly accessible green spaces
- Street-level retail space and a new north-south public road
A public park is proposed at the centre of the property, with frontage onto Craigton Drive. A pedestrian connection links the proposed park with the west side of the property connecting to public green spaces creating a walkable environment close to public transit.
The proposal also includes street-level retail, helping to further animate the public realm and provide a complete community to our residents.
Buildings will include indoor amenities, but we are still very early in the process and we will be exploring the potential types of amenities. We expect to have more details in the future when we have submitted additional applications, and we will update this website when we have more details to share.
Development Application Process
A Zoning By-Law Amendment application was accepted by the City of Toronto on August 30, 2023. As the application advances through the development process, we will be working on revisions with City Staff to obtain the required approvals. No construction will begin until the City has given all the necessary approvals and permits. We will continue to update the community as we move through the various stages of the development process.
The City of Toronto conducted a planning study to develop a long-term vision for the Golden Mile area called the Golden Mile Secondary Plan. We have been in discussions with City Staff about the re-development of the existing apartment buildings. You can learn more about the City’s planning study here.
The proposed development requires multiple approvals from the City before we can begin any construction work. Even though we have submitted an application for a Zoning By-Law Amendment, we are still very early in the process as we need to submit additional applications and we need the City’s approval for all of them. We anticipate that it will take a minimum of 2 years to obtain the required approvals prior to commencing construction on the site. Prior to construction, we will be required to submit a Construction Management Plan. At that point in time, we will be working closely with residents in order to mitigate the impacts caused by construction.
As part of this application, there will be multiple opportunities to engage with the process. We will be hosting tenant drop-sessions, and the City will also be hosting a Community Consultation Meeting. Details of all future engagements will be made available on this website as well as via a residents’ letter.

Existing Tenants
Current rent will not increase as a result of this development proposal. The standard increases allowed through the Residential Tenancies Act still apply.
All of the purpose-built rental units will be replaced on site in the new development. All tenants who live at 9, 15, 19, 23, 32 and 40 Craigton Drive, 1 Rannock Street, and 860 Pharmacy Avenue when the application was submitted and when the notice to vacate is distributed later in the process, will have the right to return to one of the new rental replacement units.
